Unfortunately the dell xps 13 also has a very low end graphics card i m not sure if this is actually the source of the problem but i suspect it to be.

When fan control is disabled use i8kmon daemon to control the fan. I bought a new dell xps 13 2 in 1 7390 laptop i7 processor and on non demanding tasks it would become hot and the fans would turn on.
